LEGAL FORM OF MANAGEMENT AND CONTROL OF THE CENTRE OF EXCELLENCE
- Organizational structure
A partnership between 12 institutes of BAS, Sofia University, Technical University – Sofia, Technical University – Varna, Technical University – Gabrovo and University of Chemical Technology and Metallurgy has been established for the construction of the Center of Excellence “Mechatronics and Clean Technologies”. The leading organization in the partnership is IONH – BAS.
The management of the Centre will be carried out according to the structure designed and governed by the Partnership Agreement.
- Governing Bodies
1. Management Board
Functions:
1. To take decisions for the common policy of the partners regarding the project;
2. To take decisions related to the implementation of project activities;
3. To approve all necessary technical and financial reports and documents related to the consideration of the project;
4. To resolve all issues arising in connection with the implementation of the project activities, which are not expressly granted to other bodies according to the Partnership Agreement or Administrative Contract.
2. Scientific Council
The Scientific Council is a specialized expert body with advisory functions. It is authorized to make motions to the Management Board for adoption of decisions related to the implementation of project activities. In particular, the Scientific Council will consider the implementation of the research plan and make motions for its updating; determine the scientific indicators for project performance; examine proposals for fellowships, scientific missions, participation in scientific conferences, organization of scientific forums and invitation of scholars from abroad.
3. Project management unit (PMU)
Project management unit (PMU) directly subordinate to the Management Board of the Centre.
The PMU is in charge of the following functions:
- To elaborate the models of procurement procedures, which are obligatory for the partners (except the technical specifications of individual assignments);
- To control the lawfulness of the procurements and the awards of individual project activities;
- To monitor the implementation of the various project activities; to make motions to the Board to correct violations, deficiencies or other problems during the work;
- To elaborate drafts of interim and final technical and financial reports on the project and supply them to the Management Board for approval;
- To implement financial management and accounting of the whole project;
- To exercise control over the economic activities of the partners within the Framework for State aid in scientific research and development;
- To monitor the planned project performance indicators;
- To collect and process statistical data about the project and to elaborate the necessary analyses.
